Hence it was stated that the bill could not make online gabling illegal but made only the funding of the bet online illegal. In short, it was the financial transaction and not the betting that had been being criminalized.
In an effort to legalize internet/online gambling Rep. Barney Frank introduced the Internet Gambling Regulation and Enforcement Act in 2007. James McDermott also introduced the Internet Gambling Regulation and Tax Enforcement Act which had to do with regulating gambling websites as well as a collection of taxes for the bets made.
